APMS - Aviation Performance Measuring System

APMS is developing the next generation of tools for flight data analysis and interpretation. Airlines, military units and corporate operators all analyze aircraft flight data to identify contributing factors and corrective actions for situations in which aircraft performance parameters exceed prescribed limits during a flight.

Collaborating with air carriers and vendors of Flight Operations Quality Assurance (FOQA) program software, APMS implemented a number of key tools over the past eight years to advance the science of flight data analysis. These began with workload reducing tools for exceedance-based analyses and have progressed to sophisticated multivariate statistical analyses of full datasets to include normal as well as exceedance data.

Advanced APMS tools now look beyond events within individual flights to identify systemic problems through statistical analyses across many flights.

NAOMS - National Aviation Operating Monitoring Service

Provides a comprehensive, statistically-based survey methodology for monitoring the performance and safety of the National Airspace System and detecting and evaluating the effects of new technologies and procedures. Constituencies (commercial flight crews, GA pilots, ATC controllers, technicians, flight attendants, etc.) are added to the survey as it ramps up to represent all stakeholders.

NAOMS provides the ability to support the aviation community in its assessment of operational safety risks through the determination of statistically-valid trends. NAOMS evaluates the efficacy of government/industry interventions, both in addressing the problem of interest, and in determining other effects, if any, that may have resulted elsewhere in the system.

PDARS - Performance Data Analysis and Reporting System

PDARS, a collaboration between the FAA Office of System Capacity and NASA Aviation Safety and Security Program, is developing networking and analysis tools for Air Traffic Control (ATC) radar data. It provides ATC decision-makers at the facility level with a comprehensive set of tools and methods for monitoring the health, performance, and safety of day-to-day ATC operations.

PDARS permits analysis of daily operation of the National Airspace System (NAS) on local and inter-facility levels. By translating flight track and flight plan data into measures of facility performance, PDARS significantly augments the FAA's ability to adjust operational procedures and techniques. PDARS allows facilities to both identify situations that can be changed or improved and quantify the consequences of adjustments from safety and efficiency perspectives.
